TMC (Traffic Management Center) Operator

CLASSIFICATION:        TMC (Traffic Management Center) Operator       -       (non-exempt)

HOURS:            40 Hour per week (scheduled shifts will include nights, weekend and Holiday hours)

MINIMUM REQUIREMENTS:
•    Associates (A.A. / A.S.) degree is preferred. 
•    Two (2) to four (4) years’ related experience in a control center or dispatch center environment using integrated software along with radio, voice, data, or video communications and/or training is preferred. 
•    Experience in traffic or transportation control center engineering environments is preferred.

RESPONSIBILITIES:    
•    Monitor traffic status (by CCTV, Blue Tooth and by GUI display/detector data or other devices that may be available), schedule events, active events, equipment fault status, signal system health, signal operations etc. 
•    Manage events and congestion using the TMC system equipment and ITS devices, both electronic (e.g., website server, incident detection algorithms) and in the field (e.g., vehicle detection stations, CCTV cameras, DMS, etc.).
•    Inform operational personnel of traffic events. The operators are responsible for identifying issues, recommending to management the level of response needed and contacting the appropriate services as specified within the standard operating guidelines. 
•    Provide measurable improvements for all users of the Traffic Management System (TMS) network. 
•    Provide monitoring and operations support for the TMS network. 
•    Provide real-time traveler information on DMS boards. 
•    Provide arterial traffic incident management. 
•    Provide monitoring of the traffic signal systems. 
•    Provide recommendations for improved signal operations. 
•    Facilitate the implementation of improved signal operations. 
•    Provide emergency management coordination. 
•    Provide notifications to and coordination with incident responders (Law Enforcement, Fire Rescue, EMS, District on-call personnel, etc.).
•    Provide support for state-wide 511 operations. 
•    Provide maintenance reports on infrastructure. 
•    Monitor weather alarms and alerts. 
•    Develop, adapt, and implement policies and plans to support the mission of the TMC operation.
•    Analyze and advise on traffic matters. 
•    Conduct traffic studies.
•    Develop, plan, evaluate, and advise on traffic management policies and programs.
•    Conduct special studies and work on projects in a specific functional area. 
•    Study the general development, application, and impact of traffic management programs, policies, and operations.
•    Explain technical traffic signal, computer, traffic engineering and TMC concepts to the public and others; make quick and accurate decisions under stress; and remain flexible while experimenting with different solutions to traffic management needs. 
•    Supervise the monitoring of roadways including detection and response to scheduled and unscheduled traffic incidents, congestion and travel time imbalances.
•    Facilitate information exchange between the operators and all dispatch. Serve as central contact for communications with external safety and DOT agencies. Provide approved information to other agencies and to the media. Respond to inquiries. Receive and convey information of special events. Elevate critical issues appropriately.
•    Perform other related duties as assigned.

PAY:    
Pay ranges from $987 to $1,200 per week.
