Part-time Code Enforcement Officer – TOWN of OAKLAND, FL

Established in 1887, the Town of Oakland, FL, (approx. pop. 2,800) seeks to hire a part-time Certified Code Enforcement Officer.  The Town of Oakland, FL is a quaint, rapidly growing community near Orlando in West Orange County, FL. 

The Code Enforcement Officer is responsible for the coordination and performance of work involving field inspections, managing code compliance projects and enforcing City Codes for the Town of Oakland.  The Code Enforcement Officer performs work independently within established policies and procedures. To process Code Enforcement hearings, the Town utilizes a Special Magistrate.

Job Summary:

  • Under general supervision, inspects buildings and properties to determine compliance with Town ordinance standards.
  • All duties and responsibilities must be performed in an honest, ethical manner.
  • Job requires attention to detail and thoroughness in completing work tasks.
  • The job requires a pleasant, positive disposition with others on the job and displaying a good-natured, cooperative behavior.
  • Regular, on time attendance (dependability) is a condition of employment.
  • Receives and performs written work orders or verbal instructions from supervisor.

The essential job duties and responsibilities include the following.  Other duties may be assigned.

  • Obtains permission from owners and tenants to enter dwellings.
  • Examines visually all areas to determine compliance with ordinance standards for heating, lighting, ventilating, and plumbing installations.
  • Measures dwelling units and rooms to determine compliance with ordinance space requirements.
  • Inspects premises for overall cleanliness, adequate disposal of garbage and rubbish, and for sign of vermin infestation.
  • Prepares forms and letters advising property owners and tenants of possible violation and time allowed for correcting deficiencies.
  • Consults and maintains file of violation reports and revisits dwellings at periodic intervals to verify correction of violations by property owners and tenants.
  • Explains requirements of housing standards ordinance and other codes and laws to property owners, building contractors, and other interested parties.
  • This job has no supervisory responsibilities.

Qualifications

To perform this job successfully, the ideal candidate will have at least five (5) years experience as a Code Enforcement Officer in Florida.  The individual must also be able to perform each essential duty satisfactorily.  The requirements listed are representative of the knowledge, skills and/or abilities required. Education and/or Experience

The ideal candidate will have completed and passed the Florida Association of Code Enforcement Curriculums for the Fundamentals of Code Enforcement (Level I) and the Administrative Aspects of Code Enforcement (Level II).

Certificates, Licenses, Registrations

  • Must possess a Florida Association Code Enforcement Level I certification as a Certified Code Enforcement Officer.
  • Must possess a valid Florida Driver’s License Class E.

Other required Skills

Language skills – Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.  Ability to speak effectively before groups of people.

Mathematical skills – Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rates, ratios, and percentages and to draw and interpret bar graphs.

Reasoning ability – Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer skills – To perform this job successfully, the individual should have knowledge of Word Processing software.

Work environment – While performing the duties of this job, the employee is regularly exposed to outside weather conditions.  The employee is frequently exposed to high, precarious places.  The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock and vibration.  The noise level in the work environment is usually moderate.
