Quality Assurance Program Monitoring Specialist


GENERAL DESCRIPTION: Serves as an internal audit reviewer for data and program quality assurance.  Reviews paper and electronic information collected by other CCFP staff and compares this information to USDA and DOH regulatory, contractual and data requirements.  Prepares accurate, objective, and detailed reports of audit results, in a timely manner.

ESSENTIAL FUNCTIONS:  Reviews and determines accuracy, completeness, and appropriateness of monitoring paper file documentation based on USDA and DOH regulatory, defined contractual and program parameters.  Confirms calculation of reimbursements/payments match to program requirements.  Compares paper file documentation to data entered in Fox Pro Monitor based on defined contract, program parameters, and data entry procedures. Completes audit reviews objectively and accurately under minimal supervision.  Accurately records results of all reviews and determinations within defined reporting mechanism in a timely manner.  Communicates clearly any trends, concerns, or unusual occurrences promptly to the CCFP Director.  Accurately and promptly prepares summary reports of quality assurance work or other professional or contractual documents in prescribed formats and timeframe. Works closely with the CCFP Director to prepare detailed analytical reports.  May be asked to research contract or program quality assurance issues or assist with training related to improving quality assurance results.  May include monitoring duties as needed.

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar.
  • Ability to gain knowledge of detailed State Regulatory, contractual and program requirements for purposes of comparisons to documentation.
  • Ability to use relevant information and individual judgment to determine whether program data complies with laws, regulations, or standards.
  • Ability to communicate effectively with supervisor and peers by telephone, in written form, e-mail, or in person.
  • Knowledge of office practices and procedures.  Knowledge of common office business machines.
  • Ability to operate a personal computer.  Knowledge of a variety of computer software applications in word processing, and database software (including MS Word, Excel).  Ability to navigate the Internet.
  • Ability to meet deadlines.  Ability to maintain detailed records of auditing activities.
  • Ability to make basic mathematical calculations.
  • Ability to demonstrate organizational and time management skills needed to complete tasks with minimal supervision.
  • Ability to maintain objectivity and accuracy while working within deadlines.
  • Ability to work and communicate with people from various multi-cultural backgrounds and socio-economic levels.
  • Sensitivity to the needs, abilities, beliefs, and attitudes of individuals within and outside the Agency, including but not limited to clients and co-workers.

EDUCATION AND EXPERIENCE:

  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Food Science and Human Nutrition, Education, Social Work, Business Administration or a related field.
  • Two years experience working with detailed information required.
  • One year direct CCFP monitoring experience. 

  SALARY:  $33,578                             PAY GRADE:  9
