Job Overview
Lead Project Management for the organization.  Manage and report project metrics and results.  Manage and mentor the members of the Project Management Office, which includes Project Managers and Business Analysts.  Maintain excellent communication with Sr. Management and across the organization to ensure project success and to foster organizational effectives and accountability. Create a vision of continuous improvement in the PMO and work with key stakeholders to implement improvements.

Essential Duties

• Direct, manage, plan and administer the operational and administrative activities of the Project Management Office; responsible for the delivery of project schedule, deliverable, and cost objectives.
• Provides supervision and guidance to the Project Managers and Business Analyst staff.
• Lead, coach and guide Business Analysts in elicitation of business requirements, requirements analysis and requirements management.
• Lead, coach and guide Process Consultants in the definition, documentation, measurement, analysis, improvement and control of business processes.
• Establish project management standards based on proven methodologies.
• Establish processes that allows the tailoring of project methodology to meet the needs of projects of varying size and complexity.
• Provide input and partner with Information Systems and Technology Operations Manager on project portfolio management.
• Facilitate Governance processes for project initiation, selection and prioritization
• Develop and continually improve processes for project management and delivery.
• Ensure use of standard project process, disciplines and tools.
• Manage the PMO resource pool; track the project portfolio milestones and deliverables; Identify and mitigate risks and issues.
• Assure delivery of project progress reports, proposals for improvement, requirements documentation, and presentations for active projects.
• Develop, maintain and report project metrics.
• Identify general themes in project performance and provide recommendations for improvement.
• Oversee development and implementation of process tools and templates that support the methodology.
• Develop and implement effective, consistent processes and tools for Business Analysts in recording and tracking of requirements.  
• Drive Continuous Improvement to quantitatively and qualitatively improve costs, quality, and service.
• Develop and implement approach to drive organizational process maturity.
• Effectively interact with management to solicit ideas and turn business problems into viable projects or process improvement initiatives.
• Manage shared methodologies and processes throughout the organization. 
• Continuously strive to instill performance excellence in all functions within the Division through teamwork, customer feedback, and process based management.
• Communicate with coworkers, management, staff, the general public, and others in a courteous and professional manner.

• Must be able to travel to all work locations including outlying branches.

Knowledge, Skills and Abilities

• Project Governance process development and management.
• PMI or equivalent Project Management certification preferred.
• System Development Life Cycle methodology.
• Ability to work in an organized and logical manner.
• Strong negotiation and conflict resolution skills.
• Solid leadership skills; ability to manage by influence.
• Work and produce deliverables under tight deadlines.
• Excellent written and oral communication and presentation skills.

Minimum Qualifications

Required:
• A Bachelor’s degree is required, preferably in Business or similar field plus 5+ years’ experience in project management, 5+ years’ experience in Business Process Management and 3 years' experience in a managerial position.

Preferred:
• Project Management Certification is preferred.

Computer Equipment and Software Requirements:
• Must have a strong working knowledge in MS Office Suite (Word, Excel, PowerPoint, Project, and Visio). 
• The position requires the ability to work with a personal computer in a Windows environment.
• The ability to utilize word processing, spreadsheet and e-mail applications is necessary.
• Operate a variety of office equipment, including, but not limited to, computer keyboard, scanning equipment, printer, fax machine, copying machine, telephones, typewriter, microfiche reader, microfilm reader, calculator, etc.
