JOB SUMMARY:

Under general supervision, performs a variety of technical (support) functions in relation to the development, implementation, and maintenance of Orange County Sheriff’s Office Geographic Information Systems (GIS).

MINIMUM QUALIFICATIONS AND ABILITIES:

  • High school diploma or general education degree (GED). Must have three (3) years general IT experience and/or education/training; or equivalent combination of related education, training, and experience.
  • Ability to maintain and provide data for emergency 911 applications used by dispatch personnel and technical support for Orange County Sheriff’s Office (OCSO) emergency 911 services.
  • Must have intermediate computer skills to include Microsoft Word, Excel, Outlook, and PowerPoint; possess the ability to learn agency selected reporting software in support of these functions (e.g., Microsoft SQL Reporting Services, Crystal Reports, Microsoft Excel, and Microsoft Access).
  • Must have knowledge of methods for maintaining and developing agency GIS systems and have knowledge of relational database management systems.
  • Capable of assisting with administrative duties for ArcGIS Online (add usernames, passwords, feature classes, etc.).
  • Ability to assist in maintaining geodatabase and map products used by OCSO departments in relation to sectors and zones boundary lines, road centerlines, and physical addressing, etc.; produces high quality maps while working with OCSO departments, when necessary.
  • Capable of resolving data integrity issues through the review and implementation of QA/QC (Quality Assurance/Quality Control) workflows and metadata documentation.
  • Develops, records, and integrates GIS data including local, State, and Federal GIS databases.
  • Ability to correspond with planners and engineers regarding proposed City boundary changes, annexation, and zoning across multiple municipalities.
  • Ability to coordinate with direct supervisor regarding current and future GIS technology requirements (e.g., evaluates new software).
  • Ability to provide training/support to OCSO departments regarding the use of new and existing GIS hardware and software; provides GIS desktop support to end users, as needed; identify problems and review related information to develop and evaluate options and suggest solutions.
  • Capable of assisting with writing/creating/testing/executing SQL queries for creating and maintaining reports. This could include using industry best practices to create stored procedures and views for Microsoft SQL Server and Oracle.
  • Must possess the skills required to positively and productively interact with clients and internal staff; demonstrate good communication skills and provide excellent customer service in person and over the phone.
  • Must be able to become FCIC/NCIC and CJIS certified within six (6) months of employment; ESRI certified within one (1) year of employment.
  • Must have the ability to manage and prioritize multiple projects and tasks from start to finish.
  • Ability to work with minimum supervision, demonstrate self-initiative, and use independent judgment.
  • Must be able to comprehend and communicate fluently in English, both verbally and in writing.

PREFERRED QUALIFICATIONS:

  • Associate’s degree (A.A. or A.S.) or equivalent from two-year College or technical school.
  • One (1) year geographical information systems (GIS) mapping related experience and/or training.
  • Software proficiency in geographic information systems (GIS).
  • Recent experience with ESRI-based GIS software and its applications (ArcSDE, ArcView, ArcEditor, ArcInfo, etc.).

ADDITIONAL PROCESSING:

  • Phone interview, if selected.
  • Participate in basic skills test, if successful passing of phone interview.
  • Panel Interview, if successful completion of basic skills tests.

SALARY:  $40,851/annually or $42,078.40 with 3+ years of experience.
