Manage and oversee the personnel, policies and procedures for the Residential Analyst.

This is a specialized, technical and supervisory position overseeing all activities related to residential real estate valuation for ad valorem tax purposes.

Work is performed under the supervision of the Real Estate Assessment Director, under the oversight of the Chief Operating Officer, under the guidance and administration of the Property Appraiser.

Work is reviewed primarily for achievement of work assignments in a timely and accurate manner while adhering to established office policies and procedures.

ESSENTIAL JOB FUNCTIONS

  • Assist in the preparation of goals and objectives for the Residential Division and establish an annual timetable that will result in the gathering of needed data necessary for valuation of residential properties while ensuring compliance with legal requirements.
  • Establish and clearly communicate priorities and evaluate workloads to ensure completion of required ad valorem valuation and reviews in a timely and accurate manner.
  • Review the work of residential analyst to ensure accuracy, completeness and the adherence to the current office standard reference manual for appraisers.
  • Supervise, counsel and evaluate subordinates relative to job performance. Conduct employee performance evaluations for staff.
  • Investigate complaints and confer with property owners or their legal representatives to explain methods, procedures and policies with respect to the valuation of real property parcels in Orange County.
  • Manage all matters relating to residential properties before the Value Adjustment Board.  Work with Value Adjustment Board petitions to identify parcels impacted by said petitions to ensure that appropriate defense and documentation is prepared in a timely manner. Defend residential assessment values to the public and at Value Adjustment Board hearings when necessary.
  • Work with the Real Estate Assessment Director in assisting the Property Appraiser and his or her outside legal counsel in the preparation of data in conjunction with litigation arising out of assessment challenges to residential properties.  Appear as an expert witness in conjunction with said suits when necessary.
  • Conduct statistical analysis and review valuation techniques and calibrate computer models to accurately reflect the current market value of all residential real property within Orange County.
  • Ensure completion of departmental objectives in terms of Department of Revenue statistical requirements and completion of the mandated five-year inspection cycle for all residential properties.
  • May be required to become a Certified Emergency Responder for emergency Damage Assessment purposes.  May be required to staff the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations.
  • May be required to conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes or tornadoes. Contingencies such as these may require after-hours or weekend duty.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Must hold a bachelor's degree or higher from an accredited college or university.
  • Must have ten (10) years of experience in a Property Appraiser’s or Assessor’s office, three (3) of which must have been in a supervisory or management role. Residential experience is preferred.
  • The professional designation of Certified Florida Evaluator (CFE) and advanced designation (RES, SRA) or State Certified Residential Appraiser license is required. Attendance of classes,   completion of Certified Public Manager (CPM) or equivalent is preferred.
  • Must have the knowledge necessary to assist in development or utilization of computer programs that can improve the productivity and accuracy of this department.  Must have the ability to use various software programs to create sales ratio studies for evaluation of values in preparation of the annual tax roll.
  • Must have the ability to train new and existing employees in the use of established statistical programs.
  • Must demonstrate excellent verbal and written communication and interpersonal skills. 
  • Must have an ability to implement new and innovative procedures.
  • Must have the personality and temperament necessary for working under stress in dealing with the public. 

NOTE:  Each year of required education may be substituted by two (2) years of work experience.  Each year of required experience may be substituted by two (2) years of additional education.

Special consideration will be given to those bi-lingual in English and Spanish.

While employed by the Orange County Property Appraiser, must not for gratis or for compensation:  engage in any real estate activities such as, but not limited to, buying, selling or acting as a broker for others; appraise property in Florida; sell OCPA computerized database information; engage in any outside computer programming or consulting.  Employees and members of their household may not own or hold financial interest in an appraisal business.

Employment at the Orange County Property Appraiser’s Office is on an “at-will” basis.  It may be terminated at any time, with or without cause by either the employee or employer.  It is not guaranteed, contracted or promised for any length of time.  No person other than the Orange County Property Appraiser has the authority to alter the at-will status of your employment or to enter into any employment contract with you.  The Orange County Property Appraiser reserves the right to change, amend or revoke rates of pay, terms and conditions of your employment and job offers at any time
