Summary

Position is responsible for managing, directing and overseeing the personnel, projects, policies and procedures within Geographic Information System (GIS) work group of the Information Technology Department.

Position reports to the Director of Information Technology. Position is also under the oversight of the Chief Operating Officer and guidance of the Property Appraiser. 

Supervisory Responsibilities

This position has direct reports.

 

Duties and Responsibilities

  • Plan, manage and oversee all GIS projects.  Review and evaluate activities which may impact the overall effectiveness of the GIS applications.
  • Coordinate with CAMA, IT Operations, Help Desk and other work groups and departments in the agency to ensure maximum effectiveness and efficiency.
  • Responsible for OCPA’s Spatial Database Engine (SDE) GIS database, GIS and mapping software applications GIS data tables, mobile field maps, GIS data standards, GIS quality control and GIS data imports and exports.
  • Responsible for Mobile Applications.
  • Responsible for the development and documentation of operational procedures. Responsible for quality control and error determination procedures.
  • Establish and clearly communicate priorities to ensure the completion of required tasks in a timely and accurate manner. Provide technical support for multiple projects.
  • Supervise, counsel and evaluate subordinates relative to job performance. Conduct employee performance evaluations for staff.
  • Assist in the development of appropriate training procedures to ensure standardized approaches to tasks and to provide appropriate levels of professional proficiency with equipment and software utilized by the agency.
  • Consult on system and subsystem design and evaluate impact of changes on existing GIS.
  • Responsible for the security, recoverability and control of agency data maintained on the GIS.
  • Serve as technical leader for all programming projects involving GIS.  Maintain project management system to track all programming projects and keep projects on schedule.
  • Ensure that all GIS applications are properly supported, maintained and documented.  Set and maintain standards for data naming conventions, programming and data base design.
  • Implement database utilities, query languages, statistical packages and thematic/statistical mapping software as needed.
  • Coordinate with external agencies and entities in the implementation and distribution of shared information resources and problem resolution.
  • Manage, where specified through inter-local agreements, the maintenance and support of shared interagency GIS databases and applications.
  • Assist in the coordination of contracts for survey data, mapping contractors, aerial photography, software conversion, data conversion and other GIS-related professional services.
  • Apply programming skills to develop and support GIS applications as needed. Develop and use symbol sets to enhance map production and cartographic representation.
  • Assist in the preparation of the Information Technology budget as it applies to GIS.
  • Assists other departments as necessary.  Duties, responsibilities and activities may change at any time with or without notice.

 

Requirements

  • Bachelor degree’s in Computer Science, GIS, or related field from an accredited college or university and six (6) years of experience in GIS, including two years at a senior level, with an emphasis on land records, property appraisal or cadastral system.  Supervisory experience preferred.
  • Must have knowledge of GIS attribute databases, computer programming, structured query language, report writing, statistical packages, mapping software and statistical analysis software.
  • Experience with ArcGIS, ArcGIS Server, VB.Net, C#, ORACLE, Sql Server, T-Sql, SSIS, ArcSDE, JavaScript, ESRI JavaScript APIs, Python and Silverlight preferred.
  • Must have strong project management skills.
  • Must demonstrate excellent verbal and written communication and interpersonal skills. 
  • Must have an ability to implement new and innovative procedures.
  • Good judgment and analytical skills, strong follow-up and organizational skills are paramount skills for the successful candidate.
  • Critical thinking and detail oriented work ethic.
  • Must be a good listener and communicator, have experience communicating with all levels of management and interacting with clients.
  • Flexibility to handle multiple diverse scenarios simultaneously, as well as, handling quick deadlines and prioritizing tasks appropriately.
  • Excellent problem solving skills.

 

NOTE:  Each year of required education may be substituted by two (2) years of work experience.  Each year of required experience may be substituted by two (2) years of additional education.

Special Provisions

While employed by the Orange County Property Appraiser (OCPA), must not for gratis or for compensation:  engage in any real estate activities such as, but not limited to, buying, selling or acting as a broker for others; appraise property; sell OCPA computerized database information; engage in any outside computer programming or consulting.  Employees and members of their household may not own or hold financial interest in an appraisal business.

Special Working Conditions

All county employees may be called upon to assist other departments in a declared emergency situation (i.e. Hurricane).
