QUALITY ASSURANCE TECHNICIAN

(Fire Rescue)

Pay Range: $19.86/hr. - $29.65/hr. ($41,308.80 - $61,672.00/annually)

Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hours/week)

Location: 2470 Clower Lane Bartow, FL 33830

MAJOR FUNCTIONS

Responsible for assisting Fire Rescue's Office of Medical Direction (OMD) with coordination of all Quality Assurance activities including all records and the review of patient care reports for quality assurance. Assists with medical and operational complaints system wide and provides written documentation of findings to the Deputy Chief of Medical Services or Medical Director. Responds to emergency medical calls, and provides emergency medical care at scenes.

ILLUSTRATIVE DUTIES

  • Provides administrative assistance and support to the Deputy Chief of Medical Services, Medical Director and Office of Medical Direction.

  • Reviews, run reports, and assist with the control substance usage forms for medical correctness and control measures.

  • Reports any discrepancies to the Deputy Chief of Medical Services. Coordinates and provides public education, information and public relation programs.

  • Reviews and coordinates all Quality Assurance records for compliance.

  • Oversees and compiles data of patient surveys received.

  • Reports survey findings to the Deputy Chief of Medical Services.

  • May assist in continuing education instruction.

  • Assist in the coordination, and maintenance of all required certifications for EMT and Paramedic personnel under Medical Direction are recorded and on file according to Florida Statutes.

  • Assists and may deliver controlled substances to field EMS units.

  • May assist the Deputy Chief of Medical Direction and Medical Director at declared disasters.

  • Acts as a liaison with the Deputy Chief of Medical Services, EMS Medical Director, physicians, and hospital staff as necessary.

  • Handles complaints received in the office or field as necessary and reports findings to the Deputy Chief of Medical Services.

  • May perform special assignments as needed.

  • When needed, will perform as a fully functioning paramedic in accordance with the Medical Directors established Clinical Care Guidelines.

  • Prepares and completes required reports, keeping information regarding patients confidential.

  • Performs patient care skills in the field and also as an educational medium at the station.

  • When responding to an emergency call may exercise the privilege set forth in chapter 316.051 (5) F.S.

  • Reviews run reports cases for compliance established policies and provide comments on such to employees.

  • Provides constructive analysis of employee's actions, abilities, and provide suggestions and explanations to employees to assist in improvement.

  • Completes and submits required quality assurance documentation and statistical data.

  • Presents documentation and statistical data to area hospitals as requested and required at monthly and quarterly quality assurance meetings.

  • Attends all staff meetings as required.

  • Performs other duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of research methodologies and ability to perform basic research.

  • Knowledge of various computer software applications, including word processing, spread sheets, data base management and web-based applications.

  • Knowledge of both BLS and ALS emergency care procedures.

  • Knowledge of conducive safety, comfort matters and methods in the handling and treatment of patients.

  • Knowledge of Florida safety requirements and privileges when responding to non-emergency and emergency calls.

  • Knowledge of Florida traffic and driving regulations.

  • Knowledge of and skill in defensive driving methods.

  • Ability to become familiar with the roadway/highway systems within Polk County.

  • Ability to communicate effectively both orally and in writing.

  • Must be able to read, write clearly using rules of punctuation, grammar, diction, and style.

  • Must be able to compute portions, ratios, percentages, calculate surfaces, volumes, weights, and measures.

  • Ability to make sound judgments.

  • Ability to adhere to physician instructions, protocol, and standing orders.

  • Ability to physically and mentally perform a variety of various emergency duties under extreme conditions.

  • Knowledge of all pieces of patient care equipment and vehicle operation.

  • Ability to relate use and care of such equipment.

  • Thorough knowledge of the current EMS Practice Parameters for patient care, as well as all EMS policies, procedures and Standard Operating Procedures (SOP).

  • Must have the ability to communicate concerns and suggested methods for improvement, and provide accolades to employees and others when a commendable job was performed.

  • Ability to present ideas clearly and concisely, both orally and in writing.

  • Ability to maintain an effective working relationship with employees, officials, physicians and other healthcare employees.

MINIMUM REQUIREMENTS

Graduate of an accredited high school or possess an acceptable equivalency diploma and must possess and maintain a valid certification card as a Paramedic issued by the State of Florida Department of Health and meet all Polk County Fire Rescue minimum qualifications of a Polk County Fire Rescue Paramedic, to include a minimum of (4) year's full time experience as a field paramedic and:

  1. Meets the requirements in Florida Statute 401.281 as this position may be required to drive an advanced life support vehicle in the event of an emergency.

  2. Meet Polk County Board of County Commissioners driving history requirements

  3. Must provide proof of insurance when required to use their personal vehicle as part of their daily job duties.

  4. Possess a valid American Heart Association Advanced Cardiac Life Support provider or instructor card.

  5. Possess a valid Emergency Vehicle Operator Course Certification card or a recognized 16 hour course that is equivalent.

  6. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

  7. Possess the following National Incident Management System (NIMS) certifications:

    1. ICS-100: Introduction to the Incident Command System

    2. ICS-200: ICS for Single Resources and Initial Action Incidents

    3. IS-700: National Incident Management System, An Introduction

    4. IS-800: National Response Framework, an Introduction

  8. Certification by the Polk County Office of Medical Direction to function as a paramedic under the license of the Polk County Fire Rescue Medical Director

No comparable amount of training, certifications and/or experience may be substituted for the above minimum state qualifications unless such an accepted equivalent is approved by the Florida Department of Health.

SPECIAL REQUIREMENTS

Must obtain and maintain Federal Bureau of Investigations (FBI) Criminal Justice Information Services (CJIS) Security Awareness certification through the Florida Department of Law Enforcement (FDLE) Employees hired into this position after January 1, 2013 must obtain and maintain this certification as a condition of employment.

Must have a telephone while employed with the Fire Rescue Division, as employee is subject to call in emergencies.

Must keep certifications and licensure updated as required for employment.

Valid International Trauma Life Support (ITLS) or Pre-hospital Trauma Life Support (PHTLS) provider or instructor certification.

Valid Pediatric Advanced Life Support (PALS) provider or instructor certification.

Preference will be given to individuals with current understanding of existing Polk County Fire Rescue Clinical Care Guidelines.

This position will be required to report for work when a declaration of emergency has been declared in Polk County.
