MAJOR FUNCTIONS

Provides management and supervision of the county’s digital communications and media relations services. Develops communications programs, writes copy, creates design elements and layout, and continuously monitors and evaluates the effectiveness of communications and campaigns for Polk County government. This includes leading the development of all   marketing initiatives including branding, advertising and the formulation of geographic and diverse target markets and creating strategies for effectively reaching each market to deliver timely and impactful messages.

Supervises communication specialist professionals and advises them on projects and relationships with client divisions and the media. Manages the implementation of goals, strategies and objectives of the division’s digital media, marketing and public information services.

Under general supervision, strategize, create and manage public relations, media relations and marketing projects for internal and external education and communication.

Illustrative duties include:

  • Developing a comprehensive digital media strategy and oversee, maintain and update all aspects of the county’s online presence including websites, social media accounts, email communication, search engine optimization (SEO) and content creation.
  • Providing leadership and guidance in execution of public information and communications marketing strategies, internal communications and prioritizing workloads to meet deadlines.
  • Planning, researching, writing and editing copy for publication, using AP Style, for news releases, brochures, booklets and digital media, then disseminating information through appropriate channels.
  • Creating graphic design for print and web using Adobe InDesign, Illustrator and Photoshop; arrange for outside printing when necessary.
  • Translating complex marketing objectives into effective messages for the public and ensure messages are consistent and accurate across all channels
  • Overseeing and performing media relations duties, including fielding questions from the media, public records requests, media buying, and with direction, act as spokesperson with local, regional, and state media.
  • Responding to incident command and senior leadership requests after hours, weekends and holidays for Public Information Officer (PIO) call-out for newsworthy events.
  • Providing event coordination services and publicity for seminars, town hall meetings, lectures, open houses, ribbon cuttings, etc. Attend events and take photos when assigned.
  • Designing or editing PowerPoint presentations; create infographics from data.
  • Preparing complex performance measures and metrics, analysis and statistical information to the director in a timely manner.
  • Perform other related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Must possess required knowledge, skills, abilities, and experience and be able to demonstrate that the essential functions of the job can be performed.
  • Must be proficient in Microsoft Office (Word, Excel, PowerPoint and Outlook), Adobe Creative Suite (InDesign, Illustrator and Photoshop), Content Management Software (CMS) for websites, Constant Contact and other web-based applications, and social media platforms.
  • Must have the ability to create intermediate level posters, flyers and brochures in Adobe InDesign and work with photography and layered design in Adobe Photoshop. Digital photography skills are highly recommended.
  • Knowledge of creating and curating graphics and short videos/live feeds for social channels.
  • Knowledge of social media and digital writing and design principles, techniques and skills including ability to design, layout, edit and/or manipulate digital graphics and/or images.
  • Able to analyze, review and implement keywords and phrases copy to increase traffic to websites (SEO).
  • Must be capable of managing multiple projects concurrently with potential for frequent interruptions and priority changes in a fast-paced environment.
  • Must have good oral and written communications skills.
  • Must have superior interpersonal skills when meeting and dealing with the media, elected officials and the public.
  • Must be able to work well in a team environment seeking and embracing ideas from others.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited four (4) year college or university with major course work in public relations, marketing, or communications.
  • Minimum of eight (8) years full-time compensated public relations, marketing, graphic design or related experience.
  • Must have five (5) years working experience with online media strategies, including website development and social media applications and management. Demonstrated success, through analytics, in building audience on professional social media channels, with accurate and attractive posts.
  • Minimum of three (3) years supervisory experience.
  • Must possess a valid driver license and be able to secure a valid Florida Driver License at the time of employment.
  • A comparable amount of related training and experience may be considered for the minimum qualifications, except for the driver license requirement.

SPECIAL REQUIREMENTS

Must be willing to work beyond normal hours (evenings/weekends) when necessary.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
