WORK OBJECTIVE

This position performs responsible supervisory and management duties of specialized work consisting of planning, coordinating, and directing the construction, maintenance and repairs of the wastewater collection systems, wastewater lift stations, stormwater collection system as well as streets and right-of-way maintenance, removal of trees and tree trimming. Work is performed within both an office and outdoor field environment under the general administrative direction of the Assistant City Manager, Public Services or his/her designee. Considerable latitude is afforded for the use of independent judgment and selection of work methods and procedures. Work is reviewed through results, inspections, reports and conferences. Performs outdoor labor tasks along with field personnel.

 

ESSENTIAL FUNCTIONS

  • Plans, coordinates and directs maintenance and repair of the wastewater collection systems, wastewater lift stations, stormwater collection system, including stormwater structures and outfalls, streets and road right-of-ways, city trees, as well as, facilities and equipment.
  • Supervises and coordinates work assignments for field personnel, performs cost analysis, maintains records, reports, inspections and prioritizes assignments.
  • Directs the service connections to customer premises. Becomes aware of existing problems and has the ability to recognize potential problems to provide quality service and good customer relations.
  • Investigates complaints and requests for service as required and provides information to plumbers, contractors, etc. regarding ordinances and regulations.
  • Cross trains employees and coordinates field personnel with other City departments as required.
  • Operates and trains employees to operate vactor sewer cleaning equipment, closed circuit televising equipment, backhoe, payloader, flatbed truck, dump truck, bobcat tractor, tractors, mowers, cement mixers, pumps, compressors, generators and compactors.
  • Removes, installs and repairs various types of water/sewer/stormwater pipes, hydrants, valves and appurtenances working in trenches or excavations.
  • Performs work in confined spaces including manholes and lift stations. Assists in maintaining valves, installing water meters and making taps.
  • Able and willing to answer emergency and trouble calls after normal working hours dealing with problems in the collection/distribution and street systems to insure efficient operation of the system and facilities.
  • Loads and unloads heavy materials from trucks and vans; moves or aids in moving heavy boxes, equipment and larger or bulky objects.
  • Performs necessary clerical work for payroll, invoices, employee evaluations, project reports and assists with the preparation of the annual budget and CIP.
  • Recommends hiring, layoffs, recalls, promotions, and discharges for employees under their supervision.
  • Contacts Orange County Road Department with notification of county road issues.
  • Coordinates work with Duke Energy during power outages related to lift stations and other city facilities.
  • Supervises emergency field operations related to the City’s infrastructure such as, water mains, pumps, streets, downed trees and flooding.
  • Fills reports with FDEP related to wastewater spills and stormwater contamination.

 

Requirements

 

MINIMUM QUALIFICATIONS

  • Associate’s Degree required with five (5) years of progressively responsible experience in wastewater, stormwater, collection, water distribution systems, with two (2) of these years within a supervisory capacity, or the equivalent combination of education, training, and experience.
  • Possession of a valid FWPCOA Class “A” wastewater collection system operator certificate.
  • Possession of a valid Florida CDL Driver’s License Class B with air brake and tanker endorsements within 180 days in the position.
  • Possession of Florida Stormwater, Erosion & Sedimentation Tier I&II Certification within 180 days.
  • Possess basic knowledge and use of personal computers and software.
  • Based on FMCSA regulations, applicants for employment and existing employees in positions requiring a CDL are subject to pre-employment, post-employment, and ongoing testing for controlled substances and alcohol as a condition of employment.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of tools and equipment used for construction, extension, repair and maintenance of the collection/distribution system.
  • Knowledge of modern methods, material and techniques in the extension, construction and repair of the collection/distribution system and related facilities.
  • Knowledge of safety rules and regulations related to underground utilities maintenance operations.
  • Knowledge of the City sanitary sewer system, stormwater system & water distribution system including location of mains, laterals, lift stations, manholes, valves, hydrants, etc.
  • Knowledge of the occupational hazards and safety precautions of the work.
  • Ability to supervise and direct the activities of subordinates in an effective and efficient manner.
  • Ability to establish and maintain effective work relationships with subordinates peers, supervisors and the general public.
  • Ability to understand and follow verbal and basic written instructions.
  • Knowledge of FDEP, FDOT and MOT rules and regulations.

 

ENVIRONMENTAL & PHYSICAL REQUIREMENTS

  • Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Requires intermittent lifting, carrying, pushing, and/or pulling of heavier objects (100+ pounds) and the ability to work in confined spaces. Ability to perform heavy manual labor for extended periods of time, occasionally in adverse weather conditions.
  • Tasks are performed in both indoor office and outdoor environments and may involve both moderate and loud noise. Due to the nature and location of the outdoor work environment, tasks include potential for prolonged exposure to noise, fumes, and disagreeable elements (i.e., heat, humidity, inclement weather). Some tasks include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and adherence to established safety precautions is essential in avoidance of injury or accidents. May occasionally encounter hostile or aggressive behavior when asked to respond to a complaint.
