Description:C6ISR is looking for a transformational leader to drive Engineering Excellence - aligning and optimizing process, quality, and risk management across the portfolio. The selected leader must have the vision, passion, communications, and collaboration skills to ensure compliance to established processes, while optimizing the standard work and processes for efficiency, mission execution and value.

The selected candidate will be responsible for the following:
• Driving all engineering excellence activities including the following
• Ensure standardization of E&T content, BOE compliance and 1LMX approaches with the Golden Configuration(s) across all Interest / Pursue / Submit EPPs
• Ensure alignment and engagement across the market segments in make/buy process, and Enterprise Critical Capabilities List (ECCL).
• Lead (Chair)/Run/Coordinate all Independent Technical Reviews (ITRs)
• Proposal support for Independent Technical Reviews (ITRs) and Risk Based Assessments (RBAs), Independent Non-Advocate Reviews (INARs), Baseline Reviews (BRs), and Program Assessment Reviews (PARs) and E&T Cost Estimating reviews
• Responsible for the tracking and closeout of the action items generated from ITRs and RBAs
• Ensuring that the proposal technical baseline is documented and vetted with the associated market segment chief engineer.
• Transform Engineering process to support risk-based approaches to streamlining review and approvals to be most cost-effective and agile while ensuring sound execution and technical solutions.
• Point of contact for RMS for process improvements, lessons learned and best practices.
• Coordinate with Program Assist Start-Up team and Execution team on program start up activities to ensure a smooth transition from capture to execution – “Start Green / Stay Green”. Guide teams to define, manage and execute a sound start up via ITRs, RBAs and the Time Phased Enterprise Process Check List
• Use metrics and findings to formulate key themes and root cause and corrective actions from reviews to define and lead training and change management needed to make marked improvements to our Engineering discipline.
• Lead the standardization of Automated Metrics and their applications through the review process ensuring that new content is bid with the right foundational tools and support.
• Assume responsibility for the C6ISR Chief E&T Items of Interest (IOIs) each week.
• Represent C6ISR E&T in working groups, communities of practice, and other improvement teams related to Program/Process/Engineering Excellence

Job location is any C6ISR location and will be > 50% telework. Some travel will be required
Basic Qualifications:
• Exceptional and demonstrated ability to balance competitiveness and compliance in a challenging customer environment.

• Excellent understanding of risk management, quality assurance, Agile and DevSecOps processes in both US Government and International Customer environments

• Demonstrated experience in Proposal and Capture environment including engineering excellence and process activities (eg. CERs, ITRs, RBAs and Time Phased Checklists)

• Demonstrated ability to drive transformation of engineering processes to adapt to Agile, DevSecOps models, to improve cost-effective execution while balancing risk in technical execution and solutions.
Desired Skills:
• Experience as a Program Manager or Engineering Project Manager

• Experience implementing Digital Transformation solutions (e.g., DX, 1LMX) on program(s)

• Experience participating in ITRs, Program Assessment Reviews, INARs or Risk Based Assessments as a program team member and/or reviewer.

• Experience with proposals or business pursuit campaigns.

• Experience performing Root Cause Analysis using statistical or other quantitative techniques and preventive plan/resolution.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $153,200 - $293,600. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
(Washington state applicants only) Non-represented full time employees: accrue 10 hours per month of Paid Time Off (PTO); receive 40 hours of Granted PTO annually for incidental absences; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of PTO per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO is prorated based on hours worked and start date during the calendar year.
This position is incentive plan eligible.
Pay Rate:
The annual base salary range for this position in most major metropolitan areas in California and New York is $176,200 - $331,900. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
