General Description

The Public Works Divisions Director is a professional position that includes master planning, project design, sustainability and resiliency initiatives, and oversight of assigned personnel and divisions. This position is responsible for the direct oversight of the Engineering, Stormwater, Fleet Maintenance, Streets Maintenance, City Facilities, and Parks Maintenance Divisions (i.e., the “Public Works Divisions”) of the Public Works & Utilities Department for the City of Casselberry. The Public Works Divisions Director is responsible for the direct supervision and evaluation of the performance of direct and subordinate staff. The Public Works Divisions Director has the freedom to oversee and implement policies that affect the whole organization.

Examples of Essential Functions

Provides direction and oversight of the assigned divisions of the Public Works & Utilities Department. (80%)

  • Develops and implements policies, procedures, programs and actions that are consistent with policy direction of the Public Works & Utilities Department.
  • Plans, organizes and directs the repair, maintenance, operation and construction of the City owned multimodal transportation, parks, facilities, lakes, natural lands, and stormwater infrastructure. Envisions, coordinates, and manages master planning related to these areas.
  • Performs and/or coordinates the project planning and design of multimodal transportation public projects to ensure sustained integrity of streets, sidewalks, trails, public safety and property values; and to achieve City walkability, rollability, and bikeability goals and objectives.
  • Conducts and/or coordinates analyses and review of public and private project plans to ensure compliance with the Comprehensive Plan, City Code, and accepted industry standards in reference to multimodal transportation, stormwater, floodplains, lakes, wetlands, and water/sewer/reclaim utilities.
  • Prepares cost estimates, budget, financial analyses, and/or short and long term budget strategies for various projects and programs.
  • Fosters sustainability by facilitating alignment and integration of plans/projects across multiple disciplines; applies Envision, LEED, or similar sustainability and resiliency criteria to Public Works & Utilities plans, projects, and programs as warranted; identifies opportunities for improved interdivisional, interdepartmental, and interagency efficiency and effectiveness.
  • Attends and participates in the MetroPlan Orlando Technical Advisory Committee (TAC) and/or the Transportation Systems Management & Operations (TSMO) Advisory Committee and/or additional boards/committees, as required and assigned.
  • Analyzes and recommends revisions to City policies and the Comprehensive Plan for areas related to Public Works & Utilities issues, especially through the lenses of sustainability, resiliency, and active transportation needs.
  • Collaborates with the Finance Department to ensure compliance with all financial policies as related to job responsibilities. Maintains effective public relations with the general public.

  • Supervisory Responsibilities (15%)
  • Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments.
  • Carries out management responsibilities in accordance with the organization's policies, procedures and applicable laws, including employment laws.
  • Collaborates with Human Resources in accomplishing employee selection, training and performance management functions.
  • Collaborates with Human Resources to address complaints and assist in resolving employee relation issues and holds employees accountable for their performance/behaviors as necessary.
  • Plans, assigns and directs work of directly supervised staff.
  • Rewards employees appropriately and evaluates performance in a timely manner using the employee evaluation forms instituted by the City of Casselberry.
  • Oversees and ensures that the required Department/Division orientation and training and applicable on-the-job training is completed.

  • Additional Duties and Responsibilities (5%)
  • Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
  • Follows safe working practices and has a working knowledge of safety practices and procedures.
  • Develops, forecasts, and implements the fiscal budget process of the assigned division(s) for upcoming year(s). Monitors budget, investigates variances and reports on findings.
  • Identifies grant opportunities for Public Works & Utilities plans, projects, and programs; integrates grants as appropriate into funding strategies; prepares or coordinates preparation of grant applications as needed.
  • Attends or designates personnel to attend conferences and meetings to keep abreast of current trends in the field, represent the Public Works & Utilities Department in a variety of local, county, state and other meetings.
  • Prepares and presents City Commission meeting agenda items.
  • Acts as Public Works & Utilities Director in their absence, as assigned. May perform certain duties associated with the City Engineer and/or Special Projects Manager in their absence.
  • Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
  • Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by Director or their designee.
  • Participates in department meetings, staff meetings and other related activities.
  • Maintains, preserves, retains and disposes of public records according to FS Chapter 119.

  • Emergency Management Role
  • Participates as a member of the City staff as required to take action in the event of an emergency.
  • Acts in the assigned role of Public Works Branch Director to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, supervisor or designee. As a member of the Public Works & Utilities Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works & Utilities Department may be responsible for the coordination of maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    1. Education and Training: A Bachelor of Science (B.S.) degree in civil or environmental engineering OR a B.S. in urban and regional planning OR a Master of Public Administration (MPA) or similar or superior degree in a closely related field is required. A comparable combination of education and experience may be considered.
    2. Experience: A minimum of eight (8) years' experience in management, design, and permitting of public infrastructure, including two (2) years of experience in multimodal transportation or related field, and including a minimum of two (2) years supervisory experience is required. Preference will be given to candidates with strong active transportation experience.
    3. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license is required. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. Must be registered as a licensed Professional Engineer (P.E.) in the State of Florida OR possess American Institute of Certified Planners (AICP) certification. Preference will be given to candidates who also possess ENV SP (Envision Sustainability Professional) credential. P.E. registration in another State may be considered with conditions.
    4. Security Clearance: Florida Department of Law Enforcement background clearance.
    5. Knowledge, Skills and Abilities:

    • Ability to operate a motor vehicle.

    A. Work Environment: This position performs the duties primarily in an office setting, however, may be required to occasionally work in a field setting. The noise level in the work environment is loud when in the field. Occasionally, this position is exposed to various weather conditions, works on slippery or uneven surfaces, fumes or airborne particles, traffic hazards and works in or with moving objects/vehicles.

    B. Physical Demands: The primary functions require frequent periods of time sitting at a computer. Frequently, this position will be required to stand, walk, to use hands to handle or feel, and reach with hands and arms. Occasionally, this position will be required to drive, push, pull and bend. In addition, this position may be required to occasionally lift and carry up to twenty-five (25) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.

    C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, desk phone, cell phone, computer, fax, and printer/other peripherals.

    D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
